What could be the cause of swelling in my moms lower legs?

She has and the swelling is worse in the winter than in the summer. All her doctor does is prescribe a water pill. The swelling is alot worse this year than in the past. She has no chest or and no abnormal shortness of breath. She walks with a walker and uses a wheel chair. She sits alot but also lays down alot so we can elevate her legs. Lately this doesn’t seem to help the swelling much. She has a doctor’s appointment coming up in md January. Any thoughts out there? Thanks
No high blood pressure. No diabetes. Her only health problem is rheumatoid which doesn’t allow her to move around alot. But it is still weird to me that it’s worse in the winter than in the summer.

my grandmother has trouble as well…her doctor has her drink a minimum of eight glasses of water a day because she is more sedentary now because of mobility problems. It is a good thing to write down all of your concerns no matter how small and relay them to her doctor if she can’t…my family also monitors all of her medicines because they come from several doctors. She ended up with three blood pressure medications once. I did digress from the subject because it hits close to home.
